Kotone's been in the hero business since she was a teen. She's never been one to back down from a fight, even when others might consider her smart to do so. Kotone is easily one of the more powerful wizards in Fiore, but that has nothing to do with her confidence. Even if she were one of the weakest, she'd still stand up and fight for what she believed in.
FRIENDS
Kotone has more friends than one would expect if they catch her in the wrong mood. She's extremely loyal and brave, and enjoys spending time with the people who are important to her. It's not the easiest to become friends with the dragon slayer, but it's almost always worth it.

Kotone has more than a few enemies, a lot of them who would like to see her taught some manners, if not outright laid low.
Kotone shows little respect for those who haven't earned it but still think to demand it, including kings and even dragons.

ROMANCE
Kotone is a happily married woman who has just had a kid. There's plenty of romance to be had, but she's hardly in the market for anyone new. Their romance seems fresh and new despite having a new baby - a fact Kotone is perfectly fine with.
Friends: I could forsee the two of them becoming easy friends, With her being a wizard saint for the most part as well as a dragon slayer she'd likely pique his curiosity if anything. Then again it's not every day you bump into "A legend of the masses". Worse beit they'd leave one another's presence being acquaintances if nothing else.
Enemies: I don't think either of them would become enemies unless she somehow became a threat to Fiore as a whole; steel would likely regret making an enemy out of her and practically be on the defensive 100% of the time.
Romance: Knowing that she is married would drive a firm wedge in Steel's flirtatious nature. He doesn't mess with married women or men at all, he will not be the cause of unhappiness in a family. Were he ever to harbor feelings of affection for her he'd likely hide it under friendly smiles.
